STAKEHOLDERS IN THE CULTURAL LIFE OF UKRAINE

This article is devoted to topical problems of modern Ukrainian society due to transformation processes taking place in all spheres of human life. A special place in the process of state-owned Ukrainian culture. The author reveals the role and importance of the latter in the life of the average Ukrainian.The author defines culture as one of the specific areas of the human being, which has great potential, capable of ensuring social peace and to restore spiritual and cultural environment of the country. It is in the context of the establishment of modern Ukrainian state culture in all its diversity takes on new meaning and form and calls for its restoration, development and effective use of relevant interest and support of various stakeholders cultural life.Paying attention to the importance of culture, the author considers it as a specific activity in the regulation of cultural life that affects both the individual person, citizen, and in particular social group, to form a worldview, development and implementation of culture-building. The culture here, the author defines as a system important to humans meaningful complex values, which are able to perform regulatory principles of individual and group behavior. On the factual material, the author analyzes the main objectives, strategic goals and priorities culture defines different groups of stakeholders interested in the development of the second. The very definition of different groups of stakeholders national cultural life of the characteristics of institutional and legal framework of the implementation of activities revealed a group effect on the development of culture, leading to improved cultural situation.For a deeper analysis of the research object, the author refers to the theoretical understanding of the term "stakeholder" in the determination of different groups, categories of exposure and the development of culture. In the context of the conceptual and categorical apparatus of research by analyzing the impact of these groups, the financial indicators; managers who control the area; In the context of the conceptual and categorical apparatus of research by analyzing the impact of these groups, the financial indicator workers who implement the goals and objectives; economic partners, which are divided into those who help finance development (benefactors, sponsors, etc.) and those who are direct consumers of the production. Each of these groups has its own categories of interest in the culture and in accordance with this standard and is different influences and tasks.Thus, the author identifies and describes under these stakeholders in the cultural sector, citizens, government, institutions, organizations , companies, both public and private sectors, engaged in culture, professional artists, cultural workers , professional art groups, media representatives, representatives of civil society (performing arts, ethnic and cultural associations, civic and charitable organizations, associations, foundations, etc.).In the context of the study, the author pays particular attention to the issue organizational legal nature of the relationship between different groups of stakeholders, defines the regulations that govern their interactions.Analyzing scientific and theoretical approaches of different national research schools, the author defines subjective rights and legal responsibilities of the stakeholders of national cultural life.Describing the cultural life of society, the author identifies those stakeholders who carry out cultural values, make a contribution to the formation and development of the sphere of culture and art, and anyone who is a consumer of art culture, it develops, forming thus a spiritual world. In the article special attention is paid to one of the main stakeholders cultural life of Ukraine - namely man, a citizen. No such stakeholder author describes as the main consumer of cultural products ii services. The paper identified and analyzed government guaranteed Cultural Rights, the mechanisms of their realization and protection. For a better understanding of cultural issues and their solutions, the author refers to the definition of the role of the market of cultural goods and services, consumer reveals a process that is characterized by a particular value is not always measured by material values.More attention is focused on the most influential stakeholder's cultural life - the state. This state is the one instance, which is designed to integrate , to ensure the interests of all concerned stakeholders cultural life. The article reveals the specific role of the state as the holder of cultural resources. Characterized by a system of controls Ukrainiancultural life.Separately, the article defines groups of stakeholders representing various civil society. Characterized by their place and importance in the cultural development of Ukraine. In conclusion, the author emphasizes the undeniable relevance of the article and provides search solutions of this problem in a more comprehensive perspective, taking into account the spatial and temporal specificity of the cultural sphere.

STAKEHOLDERS IN THE CULTURAL LIFE OF UKRAINE

Вісник НАКККіМ 1’2014 be described as unsatisfactory for most people in terms of economic and socio-cultural conditions of existence. However, in our opinion, the systemic crisis is a spiritual crisis. This is the feeling of absurdity of life a lot of people lead. Life is complicated by the fact that it is difficult to find positive meaning because of the destruction of the old and the discrediting of new values. Spirituality is a valuable basis of the individuality’s upbringing. The life of the personality runs across the choice of a certain lifestyle and activity caused by specific sociocultural conditions. Under relatively equal standard of needs in society, each personality is characterized by individual manner of their implementation, so that its behavior is different and depends on a lot of factors. Conscious and unconscious choice of walks of life runs across the process of personality’s socialization, but a healthy way of life is the precondition and guarantee of a socialized entry of a person to the realities of our world. Socialization of a individuality covers all areas of her life, makes an influence on a choice of lifestyle and this influence is bilateral, i.e the chosen way (style) of life affects subsequent formation of a socially active person. The result of the process of socialization depends on the ability of social communities, social institutions to create the appropriate conditions for the development, satisfaction and subsequent emotional relaxtion of personality’s needs. Interaction of the human condition with social institutions that perform the functions of socialization, integration, communication, innovation etc. acquires a top priority meaning. The social institution of the family is a value-normative complex, through which is regulated the behavior of family members, are determined the characteristic social roles and statuses, are formed individual life strategies. The family is the basic institution of primary socialization of a personality. The social institutions of education and culture are equally important for socialization Analysis of various sociological research shows that the overwhelming majority of young people is concerned about everyday problems and difficulties, they are fixed a low level of cultural needs, implemented usually in sporadic and inconsistent appeals to cultural values. Cultural needs and demands has been reduced to the most simple and undemanding manifestations, satisfaction of which does not need institutional, intellectual or volitional effort (visit discos, club nights, watching TV, etc.), besides they prefer more passive forms of leisure. At the same time, a visit to classical music concerts, museums, exhibitions, requiring a certain level of competence, is not a common way of spending leisure time among the group of surveyed young people. Probably too expensive price of theater tickets make them unavailable to the most young people, so practically the only channel that provides access to artistic values, national and world culture, is television, media and video hardware. There is a pragmatization of personality’s consciousness, neglect of the appeal to the spiritual and cultural heritage and values of national and world culture; simultaneously the research conducted by the Youth Institute of cultural socialization of Ukrainian youth show that the overwhelming majority of individualities has a desire to develop the national culture. Thus, personality’s socialization, its formation, creation of the lifestyle are influenced by various factors and it provides in terms of society an important result. The logic of the healthy society forming is that it depends on the development of each individuality. Since independence of Ukraine, in the process of democratic transformations in all spheres of public life take place the profound changes in values of the younger generation concerning the values about meaning of life, goes on the formation of a new culture, including the culture of everyday life. The values and ideals of Western post-industrial society are spread in Ukraine along with the national values through the media, Internet, advertisement, television, etc. They gradually take root in the public mind, especially in the mentality of the young generation, creating a fragmentary, superficial social and cultural stereotypes, focused on individualism and pragmatism. At the same time, there is a devaluation of the traditional values of our society. Experience of both West and our country clearly shows that without the expansion of the personality’s access to culture and education, its complete socialization becomes impossible. Визначено і охарактеризовано організаційні та правові засади функціонування різних груп стейкхолдерів; проаналізовано соціально-економічні, політичні та мотиваційні аспекти їх діяльності; з’ясовано сильні і слабкі аспекти їх участі у вітчизняному культурному житті. На фактологічному матеріалі автор доводить важливість і значення впливу досліджуваного об’єкта на розвиток культури в Україні. Ключові слова: культура, стейкхолдер, культурне життя, культурна політика, культурний простір. Будь-яка сфера людського буття визначається і характеризується певною групою учасників або окремими індивідами, які можуть впливати на неї. Ключовим моментом в такому контексті є взаємодія різних зацікавлених у розвитку окремої сфери стейкхолдерів, що призводить до її повноцінного функціонування. Розглядаючи культуру як специфічний вид людської діяльності, ми визначаємо її вплив на регулювання культурного життя як окремо взятої людини, громадянина, так і певної соціальної групи з метою формування світогляду, розвитку та реалізації культуротворчого потенціалу. Отже, одним з основних завдань культури є прагнення зберегти або змінити світ людей так, щоб це відповідало інтересам всіх стейкхолдерів культурного життя. Це, в свою чергу, допускає наявність у всіх зацікавлених осіб, груп осіб певного інтересу до культурної сфери, пов'язаного з ним уявлення про належний стан системи культури, про стратегічні і пріоритетні цілі і завдання, а також про дійові методи, форми здійснення відповідних завдань культурної політики держави.
