KAJIAN TATA KELOLA PEMERINTAHAN BERBASIS TEKNOLOGI KOMUNIKASI DALAM MEWUJUDKAN REVOLUSI 4.0 DI KABUPATEN KONAWE SELATAN

Evaluation of the implementation of SPBE in several regional governments in Southeast Sulawesi Province shows that achievements are not very good. Based on the results of the SPBE evaluation of several regional governments in Southeast Sulawesi Province, it shows that the South Konawe Regency Government is in first place with the predicate "Sufficient" and has an index of 2.52. This research aims to determine information and communication technology-based governance in the South Konawe Regency Government and the factors that influence it. This research was carried out at the South Konawe Regency Regional Government. In this research, there are four Regional Apparatus Organizations (OPD) and one Village Government which are designated as units of analysis. This research uses descriptive research with a qualitative research approach. Data collection techniques used in this research include: interviews, observation and documentation. The data analysis technique that researchers use refers to interactive model analysis according to Miles and Huberman which is carried out in 3 flows, namely; carry out data reduction, present data (data display), and draw conclusions. The research results show that the application of information and communication technology supports the realization of good governance in the South Konawe Regency Government. This can be seen from the various digital service application innovations that have been developed which are capable of creating government governance that is responsive, effective, efficient, and has perceived benefits and impacts. Although it has not yet optimally utilized the role of ICT in terms of information transparency and public accountability in aspects of regional budget management performance. The establishment of a vision and goal to become a Smart City has triggered the South Konawe Regency Government and all Regional Apparatus Organizations (OPD) to be very enthusiastic in developing and implementing an electronic-based government system (SPBE). The Regent's visionary leadership towards digital-based governance reform is a determining factor in the success of e-government development in South Konawe Regency. Leadership with a clear vision and strong commitment to e-government plays an important role in efforts to provide all the resources needed such as institutions (policies and regulations, institutional strengthening), human resources, budgets and digital/ICT infrastructure.

PENDAHULUAN Revolusi industri 4.0 telah mentransformasi kehidupan manusia dalam berbagai aspek salah satunya pada bidang pemerintahan. Revolusi industri 4.0 ditandai dengan semakin pesatnya perkembangan teknologi informasi dan komunikasi yang kemudian mengubah cara pemerintah dalam mengelola bisnis dan proses penyelenggaraan pemerintahan (Meijer & Bekkers, 2015). Ketika pemerintah menggunakan teknologi informasi dan komunikasi dalam proses pemerintahan maka pada saat itu juga pemerintah bertransformasi menjadi CONTACT Liwaul Vol 3. Special Issue. Dengan demikian, e-government merupakan sebuah pendekatan yang diambil pemerintah untuk memodernisasi sektor publik berbasis teknologi informasi dan komunikasi sebagai dampak dari revolusi industri 4.0. Penerapan e-government pada organisasi publik dimulai ketika penggunaan teknologi informasi menuai sukses di sektor swasta atau biasa dikenal dengan istilah e-commercial. Kesuksesan tersebut kemudian coba dikembangkan pada sektor publik untuk meningkatkan kinerja organisasi publik (Premkumar et al., 2006; Velcu, 2007). Sehingga saat ini, adopsi teknologi informasi oleh sektor publik terlihat pada berbagai wujud pelayanan kepada masyarakat dengan menggunakan internet dalam bentuk website. Meskipun sebenarnya e-government tidak selalu berwujud penggunaan internet dan website, tetapi mencakup semua pemanfaatan berbagai media elektronik dalam penyelenggaraan pemeritahan. Namun, internet dan website dalam perkembangannya menjadi media yang lebih populer dibandingkan penggunaan media lainnya. Kepopuleran internet dan website bahkan seringkali mengaburkan makna e-government itu sendiri, seolah e-government identik dengan internet dan website (tools), bukan sebagai sebuah sistem pengelolaan relasi baru yang bersifat timbal balik antara pemerintah dan berbagai pemangku kepentingan. Website atau situs web ini kemudian menjadi menggurita dalam hal ukuran dan jumlah penggunanya (Purbokusumo & Utomo, 2009). Penerapan e-government diharapkan akan membuat masyarakat dan birokrasi pemerintah mampu berhubungan secara lebih nyaman, berbiaya murah, dan efektif terutama bagi pemerintah sebagai penyampai informasi dan pelayanan. Beberapa penelitian menunjukkan bahwa dengan e-government, kualitas pelayanan pemerintah bisa meningkat (Vassilakis et al., 2004), partisipasi warga dalam aktivitas publik juga meningkat (Lytras, 2006), kepercayaan masyarakat pada pemerintah meningkat (Abie et al., 2004), dan birokrasi pemerintah bisa lebih akuntabel (Gonzalez et al., 2007) serta transparan (Iyer et al., 2006). Bahkan pengambilan keputusan di lingkungan birokrasi publik akan lebih tepat, akurat, dan aman (Holden & Millett, 2005). Meskipun persoalan sekuritas atau keamanan data dalam e-government banyak dipertanyakan, tetapi penelitian Lai menunjukkan bahwa berdasarkan sistem ArcIMS, persoalan keamanan dapat diatasi dengan baik (Lai et al., 2006). Lebih penting lagi, penggunaan e-government akan merubah perilaku aparat dan masyarakat dalam mengelola urusanurusan publik menjadi lebih baik (Premkumar et al., 2006). Di Indonesia implementasi penerapan teknologi informasi dan komunikasi dimulai ketika pemerintah menerbitkan Instruksi Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional Pengembangan egovernment yang kemudian diperkuat dengan Peraturan Presiden Republik Indonesia Nomor 95 Tahun 2018 Tentang Sistem Pemerintahan Berbasis Elektronik (SPBE).
