Social work and social education, May 2026
The article presents a comprehensive analysis of the level of awareness and informedness of the population of the Kamianets-Podilskyi territorial community regarding social services, the peculiarities of their provision, and their accessibility for different categories of the population. The study is aimed at determining the level of residents’ awareness of the social support system, the activities of institutions and organizations providing social services, as well as the mechanisms for applying for and receiving the necessary assistance. The relevance of the topic is обусловлено by the growing need for social protection in the context of current socio-economic challenges, martial law, and the transformation of the social service system in Ukraine. An important aspect of the study is the assessment of the accessibility of information on social services for different population groups and the determination of the effectiveness of existing communication channels between social service providers and the community. Considerable attention is paid to the analysis of the main sources through which the population receives information, including official institutional websites, social media pages, mass media, consultations with social work professionals, and citizens’ personal experience. The study found that the level of public awareness is uneven and depends on age, educational level, social status, place of residence, and the level of digital literacy. It has been proven that young and middle-aged people who actively use digital resources and modern means of communication are the most informed about opportunities to receive social services. At the same time, elderly people, persons with disabilities, and representatives of other vulnerable population groups often face difficulties in accessing relevant and understandable information. The research identified the main problems and barriers that hinder public access to information about social services. These include the insufficient level of public awareness, limited use of modern information technologies in the work of social institutions, inadequate promotion of social programs, the complexity of official information for public perception, and the insufficient number of informational and educational activities within the community. Particular emphasis is placed on the need to improve interaction between local self-government bodies, social services, and community residents. Based on the research findings, the article outlines directions for improving the effectiveness of informing the population about social services. In particular, it proposes expanding communication channels, increasing the use of digital platforms and social media, conducting information campaigns, thematic meetings, consultations, and educational activities for various population groups. It is emphasized that increasing public awareness will contribute to ensuring the accessibility of social services, timely receipt of necessary assistance, and strengthening the level of social protection within the community.
